Sebelius questioned about Obamacare site security

obamacare security hole NEW YORK (CNNMoney) At a House hearing on Wednesday, U.S. Secretary of Health Kathleen Sebelius acknowledged security concerns facing Healthcare.gov but said the site had not been hacked.

Until last week, anyone could easily reset Obamacare applicants' passwords and potentially hijack their accounts. The glitch was discovered last week by a software tester in Arizona, and CNNMoney reported the security vulnerability on Tuesday. Health spokeswoman Joanne Peters told CNNMoney that the Department of Health made key changes this week, eliminating the "theoretical vulnerability."

Sebelius rebutted incorrect assertions by Republican Congressmen that the website had been hacked.

"There was not a breach," Sebelius said. "It was a theoretical problem that was immediately fixed."

Though the security hole was never exploited, the problem was quite real -- at least until last week. Anyone who could guess an existing user name and had a basic understanding of how to read a website's code could potentially access someone's account.

Congressman Mike Rogers, R-Mich., also asked Sebelius about the security implications of putting in so many patches and fixes. He said that adding in new computer code exposes the entire system to new risks. He also accused health officials and their many contractors of not performing a system-wide security test, a tech industry standard.

"You did not have the most basic end-to-end test on security in the system" Rogers said. "Amazon (AMZN, Fortune 500) would never do this."

When Rogers asked if the federal government would be willing to shut down the Obamacare website until such a test is done, Sebelius said no.

During the hearing, Sebelius spoke at length about the website's many issues, apologized for its shortcomings and promised they would all be resolved by the end of November -- even while most of the site remained down Wednesday morning.

The Nasdaq owes much of its success to Cisco, which has soared more than 11% after reporting earnings last night. Previous reports from Cisco's networking competitors had led investors to expect relatively little from the tech giant's report, so news that Cisco's revenue and net income came in better than expected came as a big surprise. Cisco certainly has plenty of future challenges ahead of it as it seeks to reinvent itself as a broader-based IT leader, but last night's results give value-investors hope that betting on the stock at its low multiples will prove to have been a prescient move.

Wheat May Yet Recover From Monsanto's Fumble

It's been two months since Japan suspended U.S. wheat imports after an Oregon farmer found unapproved genetically modified wheat growing in his field. Despite being no closer to understanding how the wheat seeds got there, the Agriculture Department believes normalized wheat trade with Asia will resume within a month. 

For the farmers whose livelihoods are at stake, it's a $2.5 billion gamble. The wheat crop is getting ready to harvest, and if two of the biggest markets in the world -- Japan and South Korea -- don't open their doors to U.S. wheat by then, we'll need a whole new round of Farm Aid concerts to assist those decimated by the GM debacle.

The problem began in May, after a farmer applied Monsanto's (NYSE: MON  ) Roundup herbicide to his wheat fields but still found plants sprouting. While the overapplication of weed killers is leading to the creation of so-called superweeds resistant to Roundup, the farmer still should not have had any wheat growing. Because of the ban on genetically modified wheat around much of the globe, there is no such wheat grown anywhere.

Not every crop is so protected. Between Monsanto, DuPont  (NYSE: DD  ) , and Syngenta  (NYSE: SYT  ) -- the "three sisters" of GMO seeds -- they control 53% of the world's seed production, yet their control of our food supply is almost universal because of their cross-licensing agreements among themselves and with others, like Dow Chemical (NYSE: DOW  ) .

So even though the wheat plants are supposedly not able to survive, there they were. That development launched a major crisis and investigation. Japan, the world's largest importer of U.S. wheat, and South Korea, the fourth largest, both suspended imports. And last month for the first time in 53 years, Japan offered to buy wheat that wasn't U.S. western white.

Monsanto immediately suspected sabotage. There had been demonstrations by activists leading up to the wheat's discovery, and President Obama had just signed the so-called "Monsanto Protection Act" that prohibits federal courts from halting the sale or planting of modified or engineered seeds. Since that strain of GM seed hadn't been used in years, and then only on an experimental basis, it was unlikely it was a chance occurrence.

Yet the USDA said all the seed used during the testing had been destroyed, except for a small amount kept at the National Center for Genetic Resources Preservation in Colorado. Heck, the government wasn't able to keep weaponized anthrax secure in a bunker without having some of it stolen, so it's not so far-fetched to suspect that wheat seed might have walked at some point.

Canada experienced a similar problem last year when genetically engineered wheat suddenly appeared in its fields, though it doesn't seem to have been the result of a nefarious plot. Rather, Canada geese are suspected of having eaten the crop and later expelled the seeds in their droppings.

Yet both instances highlight the risk that GM seeds can pose to the economy. As no other signs of GM wheat have surfaced (or no other farmer has been brave enough to come forward), it looks like a one-off problem for the industry, though seeds escaping controlled environments and cross-pollinating unadulterated wheat could end up threatening the whole notion of the U.S. serving as the world's bread basket.

Apple Releases Logic Pro X

At long last, Apple (NASDAQ: AAPL  ) has released a new version of its music production software, dubbed Logic Pro X, for professional musicians. 

Starting at $199, the version is the first new music software launch since the company's 2009 release of Logic Pro 9. Until today, the Cupertino company has only provided updates and a reduced the price to its old version, according to Macworld.

In a statement commenting on the release, Apple's senior vice president of Worldwide Marketing Philip Schiller noted: "Musicians are going to love creative new features like Drummer, Flex Pitch, Track Stacks and the Arpeggiator."

With Drummer, users can now add several styles of virtual drumming to their songs. Meanwhile, Flex Pitch lets users fix out-of-tune vocals by manipulating music notes. Track Stacks lets musicians organize and collapse and layer music tracks. And with Arpeggiator, musicians can change the sounds of their MIDI keyboard.

In addition, Apple has two apps to build out its product ecosystem: Logic Remote and MainStage 3. The first is free for download and lets users play with Logic Pro X from their iPads. The second costs artists $29.99, but brings studio sound to live performances. 

Each app is available for download through the Mac App Store.

Mortgage Rates Climb Higher

Mortgage rates had to climb. Everybody knew it. The ability to borrow for 30 years at a fixed rate below 3.5% was simply too good to be true.

Earlier today, Freddie Mac released its weekly estimate of the average interest rate on a conventional 30-year fixed mortgage. While it came up short of the staggeringly high rate recorded at the end of last week, it nevertheless showed that the days of sub-4% mortgages are very likely in the rearview mirror.

According to Freddie Mac, the benchmark rate climbed by 22 basis points to 4.51% from 4.29% the prior week.

At first glance, the market's reaction to this news was perplexing.

One would have assumed that homebuilders' stocks would have been hammered, as they were last week. Yet, precisely the opposite has occurred. D.R. Horton (NYSE: DHI  ) is up by 8%, PulteGroup (NYSE: PHM  ) by 7.5%, and Lennar (NYSE: LEN  ) by 8.2%.

The explanation for this apparent paradox is twofold. In the first case, as I noted, the 4.51% rate, while higher on a sequential basis, is much lower than the 4.75% rate estimated by a widely followed industry publication last Friday.

And in the second case, the comments by Federal Reserve chairman Ben Bernanke after yesterday's closing bell have been interpreted to mean that the central bank is not as inclined to taper its support for the economy as many have feared since the end of May.

Although we don't believe in timing the market or panicking over market movements, we do like to keep an eye on big changes -- just in case they're material to our investing thesis.

What: Shares of Greenway Medical Technologies (NYSE: GWAY  ) , a cloud-based health-care management services company, dipped as much as 17% after the company revised its full-year 2013 outlook.

So what: Before the opening bell, Greenway offered an update for its remaining fiscal 2013 based on preliminary results for the third quarter. Greenway now expects full-year revenue of $132 million to $134 million, and a GAAP EPS loss of $0.11 to $0.13 on gross margin ranging from 51.5% to 52.2%. At the end of the second quarter in mid-February, it had been forecasting revenue of $145 million to $150 million, and a GAAP EPS profit of $0.10 to $0.17 on gross margin of 54.5% to 56%. Greenway's CEO, Tee Green, noted that a shift away from one-time licensing models to a recurring revenue stream is what hurt Greenway's revenue outlook. He also noted that recurring revenue is up to 56% of total revenue in the current quarter, as opposed to just 46% in the year-ago period.

European Stocks Rise Before Start of U.S. Earnings Season

European stocks rose, rebounding from their biggest decline in almost two weeks, amid speculation that economic data will improve and as Portugal's politicians reached an agreement to hold the governing coalition together.

Novartis AG (NOVN) climbed 1.3 percent after saying a psoriasis treatment met all its objectives in a clinical study. Lloyds (LLOY) Banking Group Plc advanced 3.8 percent after a person with knowledge of the matter said a former Standard Chartered Plc executive may mount a bid for a stake in the U.K.'s biggest mortgage lender. TGS Nopec Geophysical ASA declined the most since May 2012 after cutting its full-year revenue guidance.

The Stoxx Europe 600 Index added 1.4 percent to 292.37 at the close. The gauge rose 1.2 percent last week as the European Central Bank and the Bank of England said interest rates will remain low for an extended period of time. The equity benchmark has still fallen 5.9 percent since May 22, when Fed Chairman Ben S. Bernanke indicated that the central bank may reduce its asset purchases if the economy improves in line with its forecasts.

"The world looks rosy to investors again, after the U.S. market rallied on much better-than-expected employment numbers that investors finally seem to be interpreting as good news," John Plassard, who helps oversee $28 billion as vice president at Mirabaud Securities LLP in Geneva, wrote. "We have reached a point where markets will reflect the real economy more."

Portugal's Government

In Portugal, Prime Minister Pedro Passos Coelho proposed that Paulo Portas, leader of the junior party in the governing coalition, become vice premier. The appointment helps cement a deal to hold the coalition together. Portugal's PSI 20 Index retreated 2.7 percent last week when Portas resigned after Coelho appointed a new finance minister.

Euro-area finance ministers meeting in Brussels discussed Greece's progress in meeting the conditions needed to obtain further aid from the International Monetary Fund, European Central Bank and European Commission.

Approval of an agreement at the meeting of euro-area finance ministers in Brussels would allow Greece, which has been unable to tap bond markets since 2010, to obtain a loan of 8.1 billion euros ($10.4 billion).

In Germany, a report showed that industrial production declined 1 percent in May, more than the 0.5 percent drop, which was the median forecast of 38 economists in a Bloomberg News survey. It surged a revised 2 percent in April.

Alcoa's Earnings

Alcoa Inc. (AA) will unofficially start the second-quarter U.S. earnings season after the market closes today, when the biggest U.S. aluminum producer becomes the first company in the Dow Jones Industrial Average (INDU) to report results.

"With analysts having downgraded their expectations in recent weeks, we should be seeing fewer negative surprises in the U.S. earnings season," Plassard said. "So sentiment is quite good before Alcoa reports numbers"

National benchmark indexes advanced in all 18 western-European markets today. France's CAC 40 gained 1.9 percent and Germany's DAX climbed 2.1 percent. The U.K.'s FTSE 100 added 1.2 percent. The PSI 20 rallied 2.3 percent.

Novartis climbed 1.3 percent to 68.50 Swiss francs as the company said its secukinumab drug proved better at clearing the skin of people with plaque psoriasis than Enbrel.

Lloyds advanced 3.8 percent to 67.1 pence. Former Standard Chartered Chairman Mervyn Davies is assembling a group of investors to bid for part of the U.K. government's 39 percent stake in the lender, according to a person with knowledge of the talks. The group has yet to reach an agreement with the Treasury, the person added.

Bovis Homes

Bovis Homes Group Plc jumped 7.1 percent to 830 pence after the U.K. housebuilder said that increased volume and higher margins led to a bigger profit in the first half. The company said it will probably report a housing gross margin of about 23 percent, compared with 20.9 percent a year earlier.

Hikma Pharmaceuticals Plc surged 5.6 percent to 1,050 pence, the highest price since its initial public offering in November 2005, after the company raised its full-year revenue forecast. It predicted that revenue will grow by 17 percent in 2013, compared with a previous projection of 13 percent.

TGS (TGS) slumped 7.4 percent to 176.90 kroner as Norway's largest surveyor of underwater oil-and-gas fields lowered its forecast for full-year revenue to $920 million to $1 billion because of lower-than-expected demand from industry. It had projected sales of $970 million to $1.05 billion.

Osram Licht AG traded at 23.80 euros after opening at 24 euros in its first day of trading in Frankfurt. Siemens AG, which spun off Osram, rallied 4.1 percent to 78.15 euros.

Chr. Hansen A/S (CHR) slid 1.7 percent to 186 kroner after Credit Suisse Group AG cut the stock to neutral, the equivalent of hold, from outperform. The brokerage said that profit from its natural-color business remains under pressure. The world's biggest maker of dairy enzymes cut its full-year sales forecast on July 3 because of lower prices for the red pigment carmine.

Why Rising Student Loan Rates Aren't the Real Problem

Yesterday, interest rates on new federally subsidized Stafford student loans doubled from 3.4% to 6.8%. The move brought an angry response from students and parents who could see their financing costs soar if the government doesn't take action to reverse the move.

Taking positions that have students have to pay more for their college educations isn't popular. But all the attention on student loans distracts from the real root of the problem for students: the increasing disconnect between the value of an education and the price that colleges and universities charge for it.

More proposals than you can count
Lawmakers have no shortage of rate-reducing alternatives to consider. Both President Obama and House Republicans suggested tying interest rates to the prevailing yield on 10-year Treasury bonds, with differing margins added on for various types of loans. For instance, the House plan would set Stafford loan rates at 2.5 percentage points above the 10-year yield, with parental PLUS loans getting a 4.5-percentage-point add-on.

Other proposals have used a variety of other benchmarks. Sen. Elizabeth Warren suggested using the Federal Reserve discount rate of 0.75% as the prevailing rate, while two other Democratic senators suggested using the short-term three-month Treasury bill rate as a baseline for loan rates. Several lawmakers are working on possible extensions that would temporarily keep the old 3.4% rate for another year or two.

Getting rid of loans entirely
The government response to the college-cost crisis focuses on the wrong part of the problem. That's not particularly surprising, given that addressing interest rates on student loans simply repeats the government's own bipartisan fiscal mistakes that have irresponsibly ignored the need to avoid incurring excessive debt in the first place.

In response, students have to be smarter about making financially savvy choices about their education. There's plenty of evidence that there's room for improvement on that score:

When you look at how much you have to pay for college tuition, there's little correlation between tuition cost and reputation or post-graduate job prospects. Indeed, lower-cost state schools often rank better than a wide variety of private schools with much higher costs. As a Wall Street Journal opinion piece by Prof. Glenn Reynolds of the University of Tennessee recently noted, a Fidelity study found that 70% of 2013 graduates have college debt averaging more than $35,000. Yet half of new graduates are unemployed or underemployed in professions where a college degree isn't really a necessity, leading to the question of why they incurred the debt in the first place. The worst-case scenario for students is incurring large amounts of debt without actually completing a degree program. As Fool contributor Morgan Housel noted earlier this year, institutions with the lowest graduation rates tend to have higher default rates on the loans their students incur, yet 40% of full-time four-year students don't get degrees within six years, and 75% of community-college students don't finish within three years.

On the other hand, students do seem to be making some moves that indicate greater fiscal responsibility for their own financial lives. Just last week, for-profit educational institution Apollo Group (NASDAQ: APOL  ) reported sharply lower enrollment, including a 25% drop in new students. ITT Educational (NYSE: ESI  ) saw more modest declines when it reported in April, but new student enrollment was still down 3.6%. A new investigation last month from the SEC over Corinthian Colleges (NASDAQ: COCO  ) marked just the latest in a string of regulatory crackdowns on for-profit educational institutions. More generally, increased government scrutiny as well as reports of higher student-loan default rates among many players in the for-profit industry compared to nonprofit educational institutions have led would-be students to question the value proposition for-profit educational companies offer.

Supply and demand
Of course, there are plenty of interested parties who want the student-loan business to continue to grow in some form. Student-loan specialist Sallie Mae (NASDAQ: SLM  ) as well as big banks that make student loans earn substantial profits from their loans, and federal guarantees greatly reduce the risk that lenders take on with some loans, making the absolute level of interest rates much less important for certain types of lending.

But the real question going forward is whether students will start making tough decisions about whether traditional nonprofit colleges and universities give them more long-term value than their tuition costs. As long as schools have more people applying for admission than they have spots to fill, it'll be tough for students to get the pricing power they need in order to drive their tuition costs down. Eventually, though, reining in tuition costs will be the prime determinant of the financial health of students after they graduate -- not the rates they pay on student loans.

Netflix Additions So Strong That Stocks Heads to All-Time Highs

Netflix, Inc. (NASDAQ: NFLX) has reported earnings and this was one of our 14 top earnings reports to watch this week. The digital media player reported earnings of $0.52 per share on sales of $1.11 billion. The consensus analyst estimates from Thomson Reuters were listed as $0.49 EPS and $1.1 billion in revenue.

The online movie and content distributor reached 31.09 million subscribers with 1.29 million net new additions, with some 29.93 million subscribers counted as paying subscribers. Now the company sees a total streaming subscriber base of between 32.7 and 33.5 million users in the quarter ahead, with 31.1 to 31.8 million of those being paying subscribers.

As of Monday morning this stock traded at over 200-times expected 2013 earnings and 100-times expected 2014 earnings, but this will likely ratchet those numbers lower without consideration of the pop in shares. Reed Hastings has now answered his critics and then some even if he thinks the latest surge is a euphoria.

Netflix shares closed up over 6% at $354.99 on Monday ahead of earnings, and the shares traded up another 10% or so to $390 in the after-hours trading indications after the report was released. Go ahead and mark that as an all-time high! So much are the days of calling for Reed Hastings to improve the company or else. Carl Icahn has also now made an even larger fortune off of his Netflix trade.

    Shares of GALT jumped higher on Monday after Ascendiant initiated coverage on the stock with a buy recommendation.

     

     

    From a technical perspective, GALT spiked sharply higher here with strong upside volume. This stock has been uptrending for the last three months, with shares ripping higher from its low of $3.95 to its recent high of $13.21. During that move, shares of GALT have been making mostly higher lows and higher highs, which is bullish technical price action. That move has now pushed shares of GALT within range of triggering a near-term breakout trade. That trade will hit if GALT manages to take out Monday's high of $12.44 and then once it clears its 52-week high at $13.21 with high volume.

     

    Traders should now look for long-biased trades in GALT as long as it's trending above some near-term support levels at $11 or at $10 and then once it sustains a move or close above those breakout levels with volume that hits near or above 222,171 shares. If that breakout hits soon, then GALT will set up to enter new 52-week-high territory above $13.21, which is bullish technical price action. Some possible upside targets off that breakout are $15 to $16.

    Established pipeline suggestions
    If taking big risks just isn't on your docket over the next couple of years, then the good news is that there are plenty of safer and/or less volatile selections to choose from that already have established pipelines. Here are three additional companies I would suggest you consider.

    Celgene (NASDAQ: CELG  ) : Celgene has been an absolute beast of a stock in 2013, and it could be just getting started if the company is able to meet on its guidance issued in January during the JPMorgan Healthcare Conference. At that annual meeting, Celgene noted its intentions to double its revenue, and triple EPS, by 2017 -- all through organic growth and drug approvals. Celgene has its blockbuster anemia drug Revlimid locked under patent protection for much of the remainder of this decade while its cancer drug Abraxane keeps racking up new indications. Already approved to treat metastatic breast cancer, and a first-line treatment for non-small cell lung cancer, Abraxane could also be well on its way to gaining approval in treating pancreatic cancer after improving PFS to 8.5 months from 6.7 months for the placebo in trials. Onyx Pharmaceuticals (NASDAQ: ONXX  ) : Onyx shareholders also have plenty of reason to be dancing in the street over the past year, as its multiple myeloma cancer drug Kyprolis was approved in July, and its leading cancer treatment Nexavar, like Abraxane, continues to pile on the indications and positive data. Nexavar, which is co-developed with Bayer, is already approved by the FDA to treat renal cell carcinoma and unresectable hepatocellular carcinoma, but has shown promise in mid-stage trials in treating breast cancer, when combined with Roche's Xeloda and delivered promising results in a late-stage thyroid cancer trial.
